Target groups may vary owing to different methods and data sources; therefore comparisons should be made with caution. The HIV multiplier may include an unknown proportion of ever injectors who are not current problem drug users. This method may thus result in higher estimates than the mortality multiplier which is based on direct drug-related mortality (overdose deaths) and thus is probably mostly limited to current injectors. In some countries data are insufficient to report. The estimates of Czech Republic refer to the age group 18-64.
