Notes:

 The number of syringes includes fixed and mobile needle and syringe programme points and in the community (but not including pharmacy-based programmes, vending machines and prison NSPs). 

 Where data are not available, the table entry is left empty.     

 Double counting of clients and contacts can in most countries not be excluded and syringe rates per client or contact might often be underestimates. 

 (1) Numbers provided are estimates.     

 (2) Individual client using services at specialist drugs agency with NSP at least once in the reporting year; not limited to use of syringe exchange. Double-counting controls at agency level. 

 (3) Individually registered NSP clients.  

 (4) Individuals who approached the needle and syringe programmes; use of unique identifiers.  

 (5) Estimated total number of drug users who used specialised harm reduction facilities (CAARUD) during the reporting year, based on 1-week client survey; not limited to use of syringe exchange. 

 (6) Monitoring system of all clients using low-threshold HIV prevention centres. 

 (7) Case definition ("client") differs between agencies regarding the required minimum number of contacts per person. 

 (8) Case definition ("client"): drug users regularly assisted by the intervention of outreach teams. 

 (9) The 'client' case-definition used is: a drug user who have used at least once services of the agency in a given year. Not in all reporting agencies double-counting procedures are in place nor double-counting checks at higher level (geographical unit, national level) are available. 

 (10) The 'client' case-definition used is: a person of 20 years or older living in Skane county, and with a documented injection misuse. These are the criteria according to the Swedish Act of Needle and Syringe exchange (SF 2006:323) and the regulations about needle and syringe exchange from the National Board of Health and Welfare (SOSFS 2007:2).
