Notes:

1. for countries with data on OST cllients on a given day, the rate was based on daily number of treatments and the total number of prisoners on a given day (CoE SPACE I Survey 2010, Table 1.5);

2. for countries with data on OST clients over the year, the rate was based on yearly number of treatments and the total number of entries to penal institutions (CoE SPACE I Survey 2010, Table 12.1);

3. when countries provided the coverage in the EMCDDA National Report 2011, the reported value was considered over the calculations.
